Warren Harr brings more than 35 years of experience in New York City affordable housing and regulatory compliance. He has deep expertise in navigating complex housing programs, working closely with ownership groups, public agencies, and community stakeholders to ensure long-term property stabilization and compliance integrity.
Warren began his career in residential housing with the New York City Department of Housing Preservation and Development (HPD) under the Neighborhood Preservation Program during the Ed Koch administration. In this role, he collaborated with property owners, tenants, and city officials to stabilize and revitalize communities in the Soundview and West Tremont sections of the Bronx. His work leveraged key preservation and financing tools, including the Article 8A Loan Program, the Participation Loan Program, and the Low-Income Housing Tax Credit (LIHTC) program in partnership with LISC and Enterprise.
His decades of hands-on public-sector and programmatic experience provide GRC with a strong foundation in regulatory compliance, agency coordination, and affordable housing preservation strategy. Warren earned his Bachelor’s Degree from New York University.
