Pat LoRusso brings more than 30 years of experience with GRC Management, leading the firm’s capital improvement and technical services initiatives across the portfolio. Over the course of his tenure, he has overseen more than $350 million in capital projects, including façade restorations, boiler replacements, roof and window replacements, concrete and asphalt rehabilitation, and elevator modernizations.
Pat also directs apartment renovation programs, portfolio-wide energy efficiency upgrades, and utility procurement strategies, including gas, oil, and electricity sourcing to optimize operational costs and long-term asset performance.
He works closely with federal, state, and local agencies — including HUD, HPD, and the New York State Division of Housing and Community Renewal — to ensure full compliance with contract administration, procurement standards, and competitive bidding requirements for publicly regulated capital projects.
Pat’s decades of hands-on construction oversight and regulatory coordination provide GRC clients with disciplined execution, cost control, and technical leadership across complex capital initiatives.
